Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organization created in 1971 that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF is one of the largest independent medical humanitarian organizations in the world, with projects located in 65 countries worldwide. Its work is based on the humanitarian principles of medical ethics; the goal of MSF is to provide emergency care and to offer assistance to people based only on need and irrespective of race, religion, gender or political affiliation. The French section is present in around thirty countries.

We are looking for a: Safeguarding Advisor to the Operations M/F.

Background for the role :

Based on the commitment made in the strategic plan of 2020-2023 to prevent and manage abuse on patient, a Mobile Implementation Officer was recruited in 2022 to pilot the integration of safeguarding activities into the operations.

Under the OPs Department - within the PCA Unit - the two years position initiated safeguarding activities in some pilots countries, conducted field visits and provided remote support. The position focused on the prevention side of safeguarding: risk analysis conducted, implementation of mitigation measures, sensitization of patients and set up of feedback and complain mechanisms. These pilots and try out were documented and lessons learned were compiled into recommendations to the Direction of operations.

This work highlighted gaps in the prevention of abuses on patients, as well as the need for more structure and tools to scale up the integration of prevention of abuse in the operations. The work conducted the past two years has contributed to mobilize the organization around safeguarding consideration both at field and institutional level.

Some of the pilot countries have created dedicated position based on the field to support the implementation of prevention measures, awareness raising, feedback and complain mechanisms, and support the management of the response to abuses; and a Safeguarding policy was developed by the Direction general and a task force is created.

Retrospectively a Mobile Position was not adapted to the need for technical guidance and strategy considering the topic was so new for MSF-OCP. The progress and the commitment from the Direction of Operations to implement the lessons learned mentioned above are the basis for the creation of this Safeguarding advisor role. The position will support the positions on the field and accompany the department of operations to implement the commitments from the Safeguarding policy precisely: risk analysis, feedback and complain mechanisms, sensitization, and implementation of mitigation measures.

Project objectives and deliverable expected:

The final objective is to implement prevention of abuse on persons in MSF-OCP projects, as per the MSF-OCP Safeguarding Policy.

  • Provide technical support to Safeguarding positions for the prevention, mitigation, and identification, of abuse on persons (includes staff, patients, caretakers, etc.).
  • Provide strategic support to the operations to develop prevention and mitigation measures regarding abuse on persons.
  • Develop organizational knowledge on prevention and identification of abuse on persons, capitalize on these experiences and provide tools, module of training/coaching on regarding safeguarding.

This position covers all countries/interventions of OCP portfolio, emergencies responses included. A specific focus is dedicated to Bangladesh, Uganda, Kenya for 2024.

Mission

The Safeguarding Advisor reports to the Direction of Operations. S/he acts as a technical referent for the safeguarding positions deployed on the field.

S/he will work in close relations with:

  • The PCA (Person Centered Approach) team
  • The General Direction
  • The EAMA Cell (head of EAMA cell and the person dedicated to this topic at EAMA Cell level).
  • Legal department
  • The HR department
  • The relevant medical department referents, e.g. Mental health
  • The Hospital Management Unit
  • The Security Focal Point
  • The Logistic Manager

Responsabilities and Main functions:

  • In collaboration with the HR department and the Safeguarding Task force, develop a Safeguarding pool (standard JD, technical skill set, recruitment).
  • Ensure pilot missions integrate safeguarding measures into their activities (sensitization, feedback and reporting mechanisms, mitigation measures) and monitor the progress of their implementation.
  • Support HoMs and PCs to conduct risk analysis related to abuse and integrate risk analysis into the routine mission review.
  • Provide technical support to the Safeguarding positions: follow up of action plan, review SoPs, provide methodology advice and other resources.
  • Facilitate a Safeguarding implementers community of practice within MSF-OCP: sharing ressources, regular calls, etc.
  • Based on the field experiences and needs, develop tools and guidance to implement safeguarding activities, and ensure their dissemination.
  • Contribute to the development of sensitization messages and tools for staff led by the Prevention Advisor of the EAMA cell.
  • Develop a sensitization toolbox for patients and communities in collaboration with the Health Promotion referent.
  • Support and contribute to the deployment of the patient charter in respect to specific aspects of safeguarding such as sensitization about patients’ rights and the implementation of feedback and complain mechanisms.
  • Contribute and actively participate into the Safeguarding task force led by the General Direction to ensure the challenges and needs of the field are considered.
  • Liaise with the other departments so they can support field team in the implementation of prevention measures (for example HR department for the sensitization of staffs and logistic for the safety of premises).
  • Share, discuss and disseminate progress and challenges on implementing safeguarding into operations especially towards the Cells managers, and the Directors, the General Direction.
  • Promote the importance of integrating Safeguarding into the operations via briefings, webinars, workshops, etc towards Cells, Directors and missions.
Professional skills

Requirements:

  • University degree in or equivalent experience in international human rights law, international relations, development studies, social work, gender studies, or psychology.
  • Operational managerial/coordination experience in an International NGO or MSF of five years.
  • At least two years of relevant experience in Safeguarding.
  • Experience developing safeguarding policies and/or implementing those at the field level.

Languages : level C1 in English and in French is required, Arabic is a plus.

Qualities

Ability to listen and empathize, and to communicate clearly.

Position's specificities

Status  : full-time open-ended contract.

The position is based in Paris and requires frequent travel in the field.

Conditions:

€46,78K gross per year based on 13 months.

22 days RTT per year. Health insurance covered 100% by Médecins Sans Frontières. Restaurant vouchers of 11€ (covered 60% by Médecins Sans Frontières). Reimbursement of 50% of the public transport ticket.
