ACTIVITIES
The Human Resources / Finance Project Manager is responsible for planning, organizing, and ensuring the effective implementation of HR and Finance activities within the project.
In this role, he/she manages the team responsible for carrying out tasks and activities in compliance with legal requirements and MSF protocols, standards, and procedures. The objective is to provide the organization with high-quality, reliable, and transparent information on the use and allocation of resources, while assessing the HR capacities required to achieve project objectives.
Within their areas of responsibility, he/she ensures:
The adequacy in number, competencies, and allocation of human and financial resources for project activities and compliance with MSF rules and procedures applicable in the country.
Budget Management / Accounting / Cash Management
Translate all operational needs into budget terms: consolidate and develop budgets in collaboration with team members; produce and analyze general and specific monthly budget follow-ups; raise alerts where needed and propose corrective actions; implement tools to monitor the use of financial resources
Ensure compliance with cash security rules, proper application of procedures, and transparency of project expenditures
Maintain sufficient cash flow to ensure smooth operations
Ensure high-quality accounting in line with legal requirements and MSF protocols, standards, procedures, and tools
Human Resources Management (National and International Staff)
Ensure compliance with administrative HR rules for both locally recruited staff and international mobile staff, and ensure these rules are understood and applied by all
Support and work closely with team members (operational, medical, and paramedical) on HR management within the project (recruitment, team composition, planning, individual appraisals, disciplinary processes, management of dysfunctions, prevention of abuse, staff development, etc.)
Collaborate with the Project Coordinator to ensure quality HR management aligned with the project’s medical and operational activities
Report relevant information to the HR and Finance Coordinator to support the proper functioning of the mission and rely on their guidance
Share information with staff about the association, the MSF movement, and the mission; organize staff meetings
