Therapeutic Education and Patient Partnership (ETPP) Advisor (W/M)

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organization created in 1971 that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters.
The position is attached to the medical department with the possibility of a subsequent transfer depending on the organisation's evolution towards a medical-operational structure. The duties and responsibilities of the position will remain the same.

The purpose of the medical department is to fulfil the association's medical and social mission through its leadership, expertise and advocacy by:
The co-construction of medical-operational strategies,
Providing relevant medical support tailored to specific contexts,
Continuous improvement in the quality of care and compliance with medical ethics,
Conducting operational research and developing new medical approaches adapted to our contexts of intervention.
Internal and external advocacy based on field needs, our experience and the results of our research
Developing links between MSF and the medical world.
Main Responsibilities
Continue to develop and implement the Patient Therapeutic Education strategy in OCP, particularly in projects dealing with chronic diseases.
Develop therapeutic education strategies in other medical and surgical contexts as needed. This work is done in close collaboration with representatives from different specialities.
Develop partnership approaches with patients (expert patients, peer supporters, patient trainers) with the dual objective of supporting other patients and participating in the definition of projects with field teams and in decisions on how to implement MSF activities.
Participate in defining medical and operational policies:
Adapt the ETPP strategy to medical and operational objectives and ensure its implementation.
Determine the priority projects that should benefit from ETPP activities in line with the strategic plan.
Develop a holistic approach through active collaboration and coordination with medical advisors from the medical department, those responsible for health promotion , patient-centred approaches, patient protection, quality of care, doctors from operational units, training and communication departments in order to contribute to cross-functional work and better support in the field.
Provide advice and support to units and the field:
Work actively with cell teams to develop and monitor projects in your area of expertise.
Support managers at headquarters and in the field in their decision-making relating to ETPP and ensure good practice, taking into account the specific constraints of each context.
Promote the development of the ETPP approach within MSF OCP by identifying key priorities and issues in which to invest.
Act as the point of contact for Patient Support Activity Managers (PSAM) on mission on issues relating to ETPP, answering their questions and proposing solutions adapted to the situations encountered
Define and ensure the application and monitoring of guidelines, protocols and tools
Conduct field visits, provide support to evaluate and guide ETPP activities. Write a visit report that includes the evaluation and recommendations related to ETPP.
Provide briefings and debriefings on your area of expertise to staff at headquarters and in the field
In collaboration with the pool manager, validate the placement of candidates in RASP positions.
Ensure close coordination with other advisors in order to contribute to more cross-functional, integrated and holistic support for units and projects.
Participate in the activities of the medical department at headquarters:
Participate in the definition of medical-operational policies by contributing knowledge of your speciality and participate in the definition of the medical department's action plan
Participate in discussions on medical-operational strategies and improvements to be made to the medical department.
As a representative of the medical department, participate in activities organised by the medical department, including weekly and monthly meetings, the development of the Action Plan and its mid-term review, and other relevant ad hoc meetings
Implement the strategy concerning the "ETPP" in line with medical and operational objectives and ensure its implementation:
Determine priority projects based on this strategy and in line with the strategic plan, and participate in defining the department's action plan;
In collaboration with the recruitment department, ensure the technical validation of candidates for RASP/ETP positions.
Regularly update support documents for volunteers in the field relating to your speciality.
Regularly share interesting publications on the topic of ETP
Maintain links with external contacts.
Be responsible for monitoring and analysing your activity:
Provide follow-up directly or with the help of other technical advisors to more closely accompany and support the efforts of teams in the field. This follow-up work is also a means of better understanding the challenges and allows advice to be adapted accordingly.
Participate in defining the indicators needed to monitor ETPP activity
Analyse data relating to your speciality for all missions and regularly share the results of the analysis with coordinators and medical managers;
Maintain links with external contacts.
Provide technical supervision of activities in your area of expertise across all projects.
Regularly inform and update OCP colleagues on developments in current ETPP issues.
Contribute to the "cross-functional" analysis of projects, capitalise on experiences and formulate technical recommendations and guidelines;
Act as the point of contact in your field of activity for the MSF movement and outside it.
Share technical advances, methods and background files with counterparts in other MSF operational sections;
Represent MSF France in your area of expertise outside the movement at the request of your management;
Contribute to the planning of ETPP activities within MSF by participating in discussions and meetings of the intersection contact group on ETP/PSEC (Patient Support Education & Counselling) activities.
Propose, develop and monitor operational research projects in your field, in the field, in collaboration with the units, Epicentre and other research partners.
Skills transfer:
Participate in defining the content of PSEC training organised at the intersection.
Participate as a speaker in PSEC training and other MSF OCP and international medical training courses.

Training in Patient Therapeutic Education
Languages: Fluency in spoken and written English (B2) and French (C1)

Experience in various fields with MSF or other NGOs
Knowledge:
Essential computer skills (Word, Excel and Internet)
Training and communication skills

Status: Full-time permanent contract Position based in Paris, Jaurès metro station. Travel required for MSF projects (minimum 2 weeks x 3/year)
Salary conditions: 55,6K€ gross annual salary over 13 months, based on full-time employment. Supplementary health insurance covered 100% by MSF. Meal vouchers with a face value of €12 (60% covered by MSF). 50% of public transport ticket covered.
